Council Notes - August 20th, 2013

Road Closure. A Public Hearing was held for a road closure on some undeveloped roadways off of Pine Avenue, just down Golf Course Road. There were no submissions during the Public Hearing. Council has directed Administration to forward the bylaw to the Minister of Transportation for signature prior to second and third reading.

Offsite Levy Bylaw. A Public hearing was held for Bylaw 2135 to bring in Offsite Levies for the Town of Edson. The levies are commonplace in many communities across the Country to help pay for future infrastructure required in the areas being developed. There were no submissions during the Public Hearing and Council gave the bylaw second reading. Some policy updates need to be made prior to third reading.

Edson West Area Structure Plan. Council gave second reading to Bylaw 2118 – Edson West Area Structure Plan Bylaw. This plan has been in the works for some time, but it became apparent Offsite Levies had to be reviewed and the two bylaws would need to be implemented in conjunction as development occurred. The bylaw will come back to Council at a future meeting to deal with third reading.

Toy Run. Pending approval from Edson Fire Department and the RCMP, Council has approved the route of the 2013 Edson Lions Club Anonymous Motorcycle Toy Run in support of the Edson Kinnette Club. The event will be held Saturday, September 14th, 2013 starting at 1pm from the Lions Club parking lot.

Policing. Council accepted for information an invoice from the Royal Canadian Mounted Police “K” Division in the amount of $645,029.39 (GST Exempt) with respect to municipal policing costs for the period from April 1st to June 30th, 2013. The policing costs are already approved in the 2013 Budget.

West Yellowhead Regional Waste Management Authority. Council has ratified a Memorandum of Agreement for the expansion of membership in the West Yellowhead Regional Waste Management Authority between the Town of Edson, Town of Hinton, Yellowhead County and the Municipality of Jasper effective January 1st, 2014. Previously Jasper was not a member of the group.

West End Sewer Line Study. Council awarded ISL Engineering and Land Services a contract in the amount of $111,426.00 (+ GST) to select the most optimal sanitary sewer alignment for the West End Sanitary Sewer Trunk Main from 54th Street to the west end of Town at Rodeo Road. This study need to take place prior to any sewer expansion to the West.

Tennis Court Resurface. Council awarded a contract for the resurfacing of the tennis courts to Jones-Konihowski Enterprises in the amount of $19,500.00 (+ GST).

Deputy Mayor. Councillor Boyce has been appointed as Deputy Mayor effective from the first regular meeting in August until the Organizational Meeting of Council in October of 2013.

Land Matter. Due to poor soil conditions, Council has agreed to reimburse the purchaser of four lots in Hillendale Phase I the gravel costs to bring them to construction grade levels.

The next council meeting is scheduled for September 3rd at 7:30pm in the Council Chambers of the Edson Civic Building
