Council Notes - December 2nd, 2014

Public Hearing. A Public Hearing was held for Bylaw 2149 for the closure of a portion of roadway within the Park “A” Motel lot. At the request of the adjacent land owner, the roadway would be closed and the land purchased from the Town to be consolidated with the current lot. There were no objections from Alberta Transportation and no submissions against the request. Council has directed administration to send the bylaw to the Province for approval from the Minister of Transportation.

CAO Appointment. In accordance with Section 205(2) of the Municipal Government Act, Council has officially appointed Mr. Mike Derricott at the Chief Administrative Officer of the Town of Edson, effective January 5, 2015.

CAO Bylaw. Council passed first reading of Bylaw 2150, which updates the current CAO Bylaw. The update covers less of the CAO duties, which are already outlined in the Municipal Government Act, and focuses on powers and discretion accorded to the CAO by Council.

Letters. Council accepted for information a letter and certificate from the Alberta Municipal Health and Safety Association congratulating the Town of Edson for achieving the Partnerships in Injury Reduction Certificate of Recognition (COR). COR is valid for three years and is awarded to organizations that receive a mark of at least 80% in their external health and safety audit.

Council also accepted for information a letter from Alberta Parks and Recreation congratulating the Town of Edson and Krysta Shack for receiving a Building Community Capacity Award from Communities ChooseWell this year.

Emerging Trends. Council has authorized all Councillors that are available to be able to attend the “Emerging Trends in Municipal Law” seminar on February 12, 2015 in Edmonton.

Library Board Appointment. Council has appointed Debra Halterman to the Edson Public Library Board with her term to begin immediately and end October 31st of 2017.

The Parks Subdivision. Council has approved a subdivision plan for an area north of the new hospital site which will be known as The Parks Subdivision. The land will be split into 60 lots and is subject to 13 conditions as outlined by the Engineering and Planning Committee report.

Hauling of Waste Compaction Trailer. Council has extended the 2014 Hauling of Waste Compaction Trailer contract for Dave Kehler Trucking Ltd. for one additional year ending December 31, 2015 with no changes to service and rates.

Standing Offer Agreements. Following the Tender openings, Council has approved the following SOA’s.

Winter Gravel - McPhee Construction
Water Treatment Plant Chemicals – Clear Tech Industries

The next Council Meeting is scheduled for December 9th at 1:30pm in the Council Chambers of the Edson Civic Building.
