Council Notes - July 19th, 2016
Revenue Sharing Agreement. Council has given unanimous approval to move ahead with signing the revised Revenue Sharing Agreement (RSA) with Yellowhead County. A few changes to the agreement were made following the recent intermunicipal meeting and the positive discussions that took place. The RSA would see approximately five million dollars in funding for the Town of Edson in 2016.
Advertisement Benches Presentation. Council heard from Alpine Exposure’s Troy Sorensen regarding the company’s advertisement benches on public lands. The contract for the benches with the Town of Edson has expired and there are concerns from both administration and the business owner that need to be addressed. Council defeated a motion to NOT sign a new contract with Alpine Exposure, electing instead to have administration work further on the advertising bench issues with Mr. Sorenson and to work towards a suitable agreement or new plan for advertising benches on public land.
Public Hearings. Council has given first reading to Bylaw No. 2178, to redistrict 4827 17th Avenue from Single Family Residential to Low Density Multi Family Residential. This application was previously defeated by Council on July 14th, 2015. A public hearing has been set for September 20th, 2016 at 7:30pm in Council Chambers.
In an effort to redistrict some lands from Direct Control to a more suitable zoning, first reading was given to Bylaws No. 2185 and 2186. This would rezone the current Walmart lot and Independent Grocers lot from Direct Control to Retail Commercial. Public Hearings for these bylaws will be held September 20th, 2016 at 7:30pm in Council Chambers.
ATCO Franchise Agreement. Council has given second and third reading to Bylaw No. 2180, to renew the Franchise Agreement between the Town of Edson and ATCO Gas and Pipelines Ltd.
Airport Equipment. Council received a presentation from Operations Director Darin Borysko and Airport Manager Sam Shine regarding the need for equipment replacement at the airport. This includes the sweeper/blower and plow truck that are currently not in running condition. Yellowhead County has been apprised of the situation as partners in the airport. Administration was directed to look into options for the replacement prior to winter.
Council Conferences. Approval was given for Councillor Wilkinson to attend the League of Extraordinary Recyclers – Recycling Society of Alberta 2016 Conference in Jasper. Mayor Pasychny was also granted approval to attend the Alberta Forest Products Association AGM and Conference in Jasper.
Flags of Remembrance. Council approved the Flags of Remembrance Program, which will see 128 Canadian flags placed along the Centennial Park border from just prior to October 1st to shortly after November 11th, 2016. The flags represent the 128,000 Canadians killed and missing in action.
Hillendale Commercial Lot. Council has adjusted the asking price on the commercial lot located in Hillendale Phase I to $160,000 (plus GST).
Emergency Services Training Grounds. A block of land next to Weyerhaeuser has officially been designated by Council for use as an Emergency Services Training Grounds. The concept will now be developed further which would create opportunities for area firefighters, municipal staff and potential industrial partners to enhance training in live fire evolutions, search and rescue, vehicle extrications, driver training, confined space, extinguisher training and more.
Development Permit. Council approved some minor site plan changes for the liquor store development at Independent Grocers. As the land is still currently listed as Direct Control, these changes required Council approval.
