Council Notes - March 1st, 2016

Local Improvement Policy. Council adopted Local Improvement Policy P-A-2. The policy established a framework for neighbourhood property owners to work together as a cohesive group to approach the Town with a request for local improvement projects. The policy requires two thirds of the affected landowners to sign on prior to approaching the Town. The goal is to encourage neighbours to work together on a project, and to ensure that administration staff are only undertaking the work to prepare a Local Improvement plan after there is a high level of seriousness to the request.

Encroachment Policy. Council has approved Encroachment Policy D-P-10 to help provide a consistent approach in processing applications for encroachment and enforcement.

Edson Wastewater Treatment Plant. Council has directed administration to proceed with posting the Wastewater Treatment Plant project for bid. Meanwhile, Council will continue to discuss the issue with the Provincial Government. This estimated 12 million dollar upgrade is required to conform to new requirements of Alberta Environment. The Province has offered a grant to help offset the cost, but it still leaves the Town with approximately 8 million dollars to fund.

FireSmart 2016. Council has approved a proposal from 4evergreen 4estry to conduct FireSmart activities in the Town limits for 2016.

911 Invoice. Council has approved final invoicing from Yellowhead County for the 2015 budget year of the 911 Yellowhead Regional Emergency Services Communications Centre. There was a substantial cost overrun due to a power outage that caused damage to equipment. It’s expected this money will be recovered once the insurance claim on the matter is resolved.

SDAB Clerk. Town of Edson Executive Assistant Kayla Parsons has been appointed as the Subdivision & Development Appeal Board Secretary.

Next meetings - A Committee of the Whole Meeting is planned for March 8th, 2016 at 10:00am in the Council Chambers of the Edson Civic Building. The next Council Meeting will be March 15th, 2016 at 7:30pm.
