Council Notes - March 20th, 2018

Airport Bylaw. Third reading was given to Bylaw 2201, the Airport Bylaw. The bylaw identifies the correct and safe operational practices of the Edson Airport and enables enforcement of regulations. The bylaw also moves all fees to the new Fees, Rates, & Charges Bylaw.

Bulk Water Rates Bylaw.  As a new system has been set up for the sale of bulk water, Bylaw 2211, Amending the Bulk Water Rates Bylaw, has been created to reflect those changes. Council has passed second and third reading of the bylaw. Fees have also been moved to the new Fees, Rates, & Charges Bylaw

Fees, Rates & Charges Bylaw. Council has given both second and third reading to Bylaw 2214, the Fees, Rates, & Charges Bylaw. This bylaw was created for ease of reference for both the public and staff. The bylaw will be a single location for all fees and rates within the Town of Edson and the schedule can be changed as rates change or new bylaws are created. Rates will be reviewed yearly.

Council Code of Conduct. Council gave first reading to Bylaw 2212, Council Code of Conduct. In accordance with new requirements of the Municipal Government Act, a Code of Conduct Bylaw was required to be passed by July 23, 2018. The bylaw governs conduct for Council, including items such as respectful workplace, discrimination, acceptance of gifts, and more. It also outlines procedures in the event of a breach of the bylaw.

AUMA Resolution. Council has authorized Administration to submit a resolution to the Alberta Urban Municipalities Association (AUMA). The resolution urges a review and amendment of the Alberta Ministry of Transportation Policy regarding who pays for highway improvements caused by single developments, multiple developments, or in support of developments identified by the department as future work.

Surplus Lands.  Five sections of land have been declared as surplus and will now be dealt with as per Policy P-S-3 – Policy for Sale of Town Owned Lands.

Landfill Hours. Council has approved the adjustment of the Landfill hours to better work with staff scheduling, safety concerns, and industry best practices. The new hours will go into effect this summer at a date yet to be determined. The hours will be; Tuesday, Wednesday, Friday, Saturday (year-round) 10am to 6pm. Thursday (summer) 10am to 8pm, Thursday (winter) 10am to 6pm, and closed Sunday, Monday and Statutory Holidays.

Assessor.  As a specific person, not a company, must be named as the municipal assessor, the previous motion regarding the matter was rescinded and a new motion passed. The new motion specifically names Aaron Steblyk of Compass Assessment Consultants Inc. as the Town of Edson’s assessor, and extends his contract for a period of five years, expiring June 30th, 2023.

Cancellation of Meeting. The Committee of the Whole meeting scheduled for April 10th, 2018 has been cancelled to hold a one-day Strategic Planning Session.

Next meetings - The next Committee of the Whole Meeting is scheduled for March 27th, 2018 at 10:00 am in Council Chambers. The next Council Meeting is scheduled for April 3rd, 2018 at 7:30 pm.
