Council Notes - May 6th, 2014

2014 Operating and Capital Budgets and Mill Rate. Council has approved the 2014 Operating and Capital Budgets and Mill Rate Bylaw. The Interim budget was approved in December and adjustments have been made to reflect any year end transfers and known changes to expenditures and revenues since that time. The 2014 capital projects total $21,879,805 and will be funded from grants, debentures, and transfers from the capital reserves. In order to balance the 2014 Operating budget a 4% increase in residential and non-residential tax revenues is required. That is up 1% from the projected increase in the Interim budget. This does not necessarily mean taxes for every property will go up as the actual taxes owed by a property owner is dependent on their property assessment. The need for a 4% increase in tax revenue in conjunction with the increase is Town assessment has produced the following overall municipal mill rates.

Combined mill rates for 2014 (including the school and Evergreen Foundation mill rates)

Residential total combined mill rate:

7.95 mills (2013 mill rate – 8.24 mills)

Non-residential total combined mill rate:

18.84 mills (2013 mill rate – 20.64 mills)

While there is a 4% increase in tax revenue required, an overall increase in assessment for the Town means the actual mill rate has dropped slightly.

Here is a quick example on how this would affect the average homeowner. A home with an assessment value of $300,000, assuming it’s had no change in assessment from last year to this year, means the homeowner would pay $87 less in taxes this year.

Finally, to give an idea of the amount raised in taxes, the 4% increase for this year will net the Town approximately $468,419 for municipal use in 2014.

Evergreens Foundation Requisition. Council has accepted the 2014 operating requisition for the Evergreens Foundation as information. Edson’s portion for 2014 is $140,780.10 (GST Exempt) and is already included in the Town’s budget.

Hillendale Phase I Commercial Lot. Council has awarded the Request for Proposal for the Neighbourhood Commercial (C4) lot in Hillendale Phase I to 1797645 AB Ltd in accordance to all conditions set forth in the RFP. The property will be sold at $12.00/sq.ft. plus offsite levies. Should development not occur within one year of receiving all approvals, the land will revert back to the Town of Edson.

West End Sewer. Council has awarded the contract for the design work on the West End Sanitary Sewer Trunk Main Project to AMEC Environmental & Infrastructure in the amount of $220,480.

Animal Control Bylaw. Bylaw 2140 was given first reading. This bylaw proposes significant changes to the “restricted dog” portion of the Animal Control Bylaw and will be brought back to council for ratification at a future meeting. The proposed changes include;

  • removing restricted dogs based on breed only and base that classification on behavior.
  • References to “vicious dogs” are removed as this now falls in the scope of restricted dogs.
  • Amendments to the definition of “running at large” to include Park areas and roads within Mobile Home Parks as public places.
  • New reference to the Off Leash Dog Park as an exception to the section on dogs running at large.
  • Removes higher fee for “restricted dogs”.

Municipal Development Plan and Land Use Bylaw. The contract for the review and updating of the Municipal Development Plan and Land use Bylaw has been awarded to Matrix Planning. This will combine all aspects of the MDP and Land Use Bylaw, bringing it up to date with any changes over the past few years.

Tender Policy. Council approved Policy R-A-4 placing restrictions on open tenders, quotations and requests for service. The new policy goes into effect immediately and states that no contractor or supplier of services who has initiated a litigation process with the Town of Edson will be given consideration for a period of three years from the conclusion of the litigation.

Development Permit. A permit was approved for a 100’ x 100’ shop to be built on the west side of an existing office building a 111 Rodeo Road. As the land is located in a Direct Control (DC) zone, Council approval was required.

Assessor Appointment. Council has accepted a proposal from Valuations West Ltd. for assessment services for the period of July 1, 2014 to June 30, 2015 and appointed Norm Bell as the Town’s Assessor for that period in accordance with Section 289 (1) of the Municipal Government Act.

Assessment Review Board. Councillor Trevor Bevan has been appointed as a Board Member on the Assessment Review Board and Councillor Janet Wilkinson has been appointed as an Alternate Board Member effective immediately until the Organizational Meeting in October.

West Yellowhead Regional Landfill Authority. Council has approved the 2014 West Yellowhead Regional Landfill Authority Capital budget in the amount of $640,000 with funds coming from the Authority’s Capital Reserves.

Family Centre Lease. Council approved a new three year Family Centre Lease Agreement between the Town of Edson and the Edson Cultural Heritage Organization. The Town currently leases space in the Red Brick Building for the Family Centre. The monthly rent has increased slightly in the new agreement going from $1,450/month to $1,550/month from the period of July 1, 2014 to June 30, 2017.

Weed Inspector. Council has approved the appointment of Michael Thibeault as a Weed Inspector under the Provincial Weed Control Act. This allows Thibeault to attend a weed inspection course and to assist Town of Edson Bylaw Enforcement with weed identification for ticketing and removal purposes.

Summer Meetings. All regular meetings of Council for the months of July and August have been cancelled, EXCEPT for Tuesday, July 15, 2014 and Tuesday, August 19, 2014. Both meetings will be held at 7:30 P.M. in the Council Chambers of the Edson Civic Building.

Tenders. Council has awarded SOA 20-2014 for Fire Extinguisher Services to Sid’s Safety & Janitorial Ltd. There was only one bid for this contract.

Council awarded SOA 21-2014 for Sidewalk Cleaning on 4th Ave to RJ Lot Sweeping. There was only one bid received.

Council awarded SOA 22-2014 for Line Painting in the Town of Edson to Line West Ltd. as the lowest bid.

Council awarded the tender for a 1 Ton Regular Cab with Dump Box 2x4 cab to Jerry Ford Sales. There was only one bid for this equipment tender.

Council awarded the tender for a 2014 Van to Edson Chrysler Dodge Jeep Ltd. There was only one bid for this equipment tender.

Kinsmen Soap Box Derby. Council has approved a temporary closure of 63rd Street from just south of the 12th Avenue entrance to just north of the Creekside Village entrance from 10:00 A.M. until 4:00 P.M. on June 15, 2014 for the annual Soap Box Derby.

VE-Day Parade. Council gave permission to the Royal Canadian Legion Joe Wynne Branch #51 to hold a VE-Day parade on May 10, 2014. The parade will commence at 12:00 P.M. in the Legion parking lot, head west on 5th Avenue to 54th Street, then south across 4th Avenue to Centennial Park.

Proclamation. Council has proclaimed June 2 to 8, 2014 to be the “Seniors Week” within the Town of Edson.

The next Council Meeting is scheduled for May 13th at 1:00pm in the Council Chambers of the Edson Civic Building.
