Offsite Levy Public Hearing. A Public Hearing was held in regards to Bylaw 2147 which amends Schedule “B” and “C” of the Offsite Levy Bylaw. Each year the Town of Edson reviews the schedules and adjusts it based on current construction costs, projects added or removed from the bylaw and adjustments to the net developable area. There were some concerns expressed by the public about the Offsite Levy Bylaw as a whole and Council took the opportunity to explain why these levies are necessary for future growth. Council passed 2nd and 3rd reading of Bylaw 2147 for the adjusted rates.
Recreation Complex Fire Suppression. A request was made from the Edson and District Recreation Society Board for an additional $188,000.00, on top of the regular grant from Council, to address the failing fire suppression system at the Rec Complex. Council has directed the Board to include the request in their annual budget and it will be brought to Council’s Strategic Planning Session for further review.
Off Highway Vehicles (OHV) Bylaw. Council has given second reading to Bylaw No. 2145 which amends the current Off Highway Vehicles Bylaw to permit all Town employees, and contractors authorized to work on behalf of the Town, to operate OHVs within Town limits during the performance of their duties.
Auction Items. Authorization has been given for Public Works to dispose of a Kubota Grass Cutting Tractor via public auction in Edmonton.
Community Block Party Policy. Council has approved the Community Block Party Policy as presented. The idea behind a block party is for residents, community organizations, the Town of Edson and RCMP to work together to increase feelings of safety and security, foster healthy and safe neighbourhoods, decrease crime levels, and increase citizen engagement. The new policy outlines expectations on permits, time restrictions, locations, liability, and other regulations. There is also a $200.00 rebate available towards eligible expenses for up to five block parties each year. For more information follow the link to view the policy.
Electrical Franchise Fee. Council agreed to keep the electrical franchise fee at the current rate of 5%. Funds gathered from this fee are currently set aside for the burying of lines and replacing street light poles through the community.
Gas Tax Fund Agreement. Council has authorized the entering of a new agreement with the Government of Alberta for the Gas Tax Fund covering a period of 2014-2024. This grant fund was previously handled by the Federal Government and is now being administered by the Province.
Meeting Cancellation. The regular Council Meeting scheduled for September 23, 2014 at 1:00 P.M. has been cancelled due to the upcoming Alberta Urban Municipalities Conference.
Fire and Public Works Competition Results. Council accepted for information a memo outlining Edson’s results from the Firefit National Event and the Alberta Public Works Association Equipment Roadeo. Both groups had great success and Council sent their congratulations and spoke about the great level of talent we have in our community.
Flash Mob. Permission has been given for the closure of the Town parking lot on Main Street for A.H. Dakin staff and students to perform a flash mob in support of a local parent council member who has been diagnosed with breast cancer. This will take place at approximately 1:20pm on Thursday, September 25, 2014 during their walk to support cancer research and the Terry Fox Foundation.
Snow Control Routes. Council has been discussing the idea of possible designated snow routes and has directed administration to get some public feedback on the idea. Snow routes would be signed year-round and activated during a “snow event”. At that time no vehicles would be allowed to park on those roads for 72 hours while plowing is underway. The goal is to allow a fast and proper clearing of the main roads through Edson.
The next Council Meeting is scheduled for October 7th at 7:30pm in the Council Chambers of the Edson Civic Building.
