Council Notes - May 7th, 2019

Mill Rate Bylaw. Council has given three readings to the 2019 Mill Rate Bylaw. The Town of Edson’s overall taxable assessment has increased slightly by 1.27%. This is used to generate the taxation revenue and is what drives the mill rate calculations for Municipal taxes, School, and Evergreens Requisitions. The Municipal Budget increase of 3.9% has led to a slight increase in the municipal residential and non-residential mill rates.

2019 Residential Mill rates:

            Municipal mill rate – 5.6246 mills (2018 mill rate – 5.4640 mills)

            Evergreens Foundation mill rate – 0.3911 mills (2018 mill rate – 0.3739 mills)

            School mill rate - 2.7143 mills (2018 mill rate – 2.5921 mills)

            2019 Total Combined mill rate – 8.73 mills (2018 mill rate – 8.43 mills)

 

2019 Non-residential Mill rates:

            Municipal mill rate – 13.9309 mills (2018 mill rate – 13.6291 mills)

            Evergreens Foundation mill rate – 0.3911 mills (2018 mill rate – 0.3739 mills)

            School mill rate - 3.9380 mills (2018 mill rate –3.7970 mills)

            2019 Total Combined mill rate – 18.26 mills (2018 mill rate – 17.80 mills)

Revised Capital Budget. Council has approved the 2019 Revised Capital Budget with the additions of the Bench Creek Stabilization, 47 Street/Kinsmen street and utility upgrades, work at the snow dump to comply with Alberta Environment requests, Lagoon Receiving Station, the Vision Park well/washroom design and a new cell at the Landfill.

Revised Operating Budget. The Operating budget is prepared with a 3.9% municipal tax increase, as directed by Council. Aside from the addition of the Streetlight Enhancement Program and reduction in the electricity budget of the Wastewater Treatment Plan, there have been limited changes to the Operating budget from the 2019 Budget approved in December. However, the School and Evergreens requisitions are now included.

Approval of Time Extension for Subdivision Application. Council has approved a time extension for an application to subdivide a parcel of land at 43rd Street and 5th Avenue into two lots for residential purposes.

Refusal of Time Extension for Subdivision Application. Council has refused a time extension for an application to subdivide a lot along Rodeo Road into two separate parcels.

Cancellation of Council Meeting. Council approved the cancellation of the regularly scheduled June 4, 2019 Council meeting due to the Federation of Canadian Municipalities (FCM) Conference in Quebec City.

Next meetings - The next Committee of the Whole Meeting is scheduled for May 14th, 2019 at 5:00 pm. The next Council Meeting is scheduled for May 21st, 2019 at 5:00 pm in Council Chambers.
