Council Notes - September 17th, 2019

Public Hearing – Land Use Bylaw. No submissions were received for Bylaw 2235, which would remove the requirement for Personal Service Establishments to be required to ‘form a part of a hotel or motel’ in the Highway Commercial District.

Following the Public Hearing, Council gave second and third reading to the bylaw. The change to the Land Use Bylaw is designed to help reduce restrictions for development along the highway.

Trail Enhancement. $11,000 was approved to be removed from the Eddie’s Big Run Reserve to upgrade the natural trail in Westhaven Park (60th Street and 11th Avenue area) to a standard gravel trail. The current trail at that location is just a worn path through the grass and this upgrade will make it a more established part of the Town’s trail system. This section of trail is also a part of the 10km route of Eddie’s Big Run and identified for upgrade in the Trails Master Plan.

ATCO Franchise Fee. Based on a lower forecasted 2020 ATCO delivery tariff, Council has passed a motion to increase the ATCO gas franchise fee to by 1.1% to ensure the revenue coming to the Town of Edson remains at approximately the same level as previous years. Each year, municipalities have the option to adjust the franchise fee, up to a cap of 35%. With this increase, Edson’s franchise fee is at 22.35%.

Citizens on Patrol Radio Devices. As the RCMP have moved away from their old radio system, Council has approved $2240 to come from the Public Safety Initiative Fund to purchase 4 Sonim Devices for the Edson Citizen on Patrol (COP) group. These devices will allow the COP members to have direct contact with the RCMP while on patrol.

Internship Program. Council has approved Administration to proceed with a grant application for the Alberta Community Partnership (ACP) – Municipal Internship Program. The program is administered through Municipal Affairs to assist in funding the employment of municipal interns. In the past, the Town of Edson has hosted administration and finance interns with great success. This grant, if successful, would be used to engage a land-use planning intern for a two-year term.

Transportation Budget. Council has approved an increase in the Transportation Department’s Parts and Supplies of $40,000 for the purchase of Winter Gravel stock with the money coming from the Snow Removal Reserve. A number of freezing rain events early in the year have depleted the current stock.

Code of Conduct Complaint. Council has directed Administration to compose a letter reflecting the closed session deliberations in regard to a code of conduct complaint stemming from the August 13th, 2019 Council Meeting.

Next meetings - The next Council Meeting is scheduled for October 1st, 2019 at 7:00 pm in Council Chambers. The next Committee of the Whole Meeting is scheduled for October 8th, 2019 at 7:00 pm.
