Council Notes - January 7th, 2020

Public Hearings. A public hearing was held for Bylaw 2240, amending the Land Use Bylaw to revise timelines and notification methods relating to the development permit process. No submissions were received, and no one attended to speak on the bylaw. Council approved second and third reading of the bylaw.

A public hearing was also held for Bylaw 2239, amending the Land Use Bylaw to add “Medical Clinic” as a discretionary use to the C-3 Highway Commercial District. No submissions were received, and no one was in attendance to speak to the bylaw. Council approved second and third reading.

Delegation. Council received a presentation and funding request from CORE Child Care Society. No decision on the funding request was made during the meeting.

Council Remuneration Policy. Council has approved amendments to Council Remuneration Policy L-C-1 as presented. One change creates a clothing allowance for promotional items, funded from Council’s existing promotional budget. The other substantial change sees per diems for board and committee meetings being paid to the Town of Edson unless it falls under the “exceptional meeting or events” clause of the policy. In that case, the per diem would be paid directly to the Councillor. A full review of the policy will be conducted after a presentation from a third-party consultant regarding Council’s Honorarium.

Landfill Agreement. Council has given approval for Administration to enter into a new cost sharing agreement with Yellowhead County for the funding of the Edson Landfill. The bulk of the agreement remains the same, with the exception of funding for the Recycling Society, which will be dealt with in a separate agreement as negotiations continue.

Support Letter. Council has approved a letter of support for the expression of interest proposals by the communities of Edson, Jasper, Hinton, and Yellowhead County under the new Family Resource Network funding model. Each community is submitting their own Expression of Interest for the Family Resource Network and this letter is meant to show a collaboration between the communities to provide consistent service delivery across the region in alignment with the Children’s Services vision. This would be coordinated through the West Yellowhead Family Resource Network hub, a role the Municipality of Jasper would undertake.

Next meetings - The next Committee of the Whole Meeting is scheduled for January 14th, 2020 at 7:00 pm in Council Chambers. The next Council Meeting is scheduled for January 21st, 2020 at 7:00 pm
