Council Notes - January 11th, 2022
Land Use Bylaw Amendments. A public hearing was held for Bylaw 2271, proposing that a parcel of land at 351 26th Street be set as Direct Control. The purpose of the change is to provide site-specific development regulations that will ensure compatibility with surrounding land uses, while allowing for some outside storage and temporary staff accommodations. Following the public hearing, Council passed second and third reading of the bylaw. A motion was also passed to waive the development permit application fee as a fee was already paid during this process.
A public hearing was also held for Bylaw 2269, amending the Land Use Bylaw to add staff accommodation as a discretionary use in M-1A district (Light Industrial-Serviced). Second reading was defeated as the matter was dealt with by the passing of Bylaw 2271.
Playground Zone Changes. Council has given all three readings to Bylaw 2273, amending the Edson Traffic Bylaw. Council had expressed an interest in harmonizing school and playground zones. Bylaw 2273 contributes to this effort by adjusting the effective times of playground zones to 7:30am – 9:00pm, 7 days a week, 365 days a year, while also authorizing the CAO to designate these zones. All school zones will be shifted to playground zones to increase public safety in potential hazard areas when school is not in session and to provide greater clarity and consistency to drivers. This will go into effect once proper signage has been installed this summer. There will be communication with the public during implementation.
Subdivision & Development Appeal Board Clerk. Council has appointed Daniel Lukac as a Clerk of the Subdivision & Development Appeal Board.
Economic Development Conference. Approval was granted for Councillor Trevor Bevan to attend the 2022 Economic Developers Alberta Leaders’ Summit & Conference on April 6-8 in Kananaskis. Councillor Bevan is one of Council’s representatives in Community Futures West Yellowhead.
Taxi Licenses. Council has approved the proposed business licence for C&K Taxi, subject to the approval of a valid Development Permit. Council has also approved the proposed business license for Crew Haulers & Taxi Service.
Development Permit Securities Policy. Development Securities Policy D-P-8 has been adjusted to allow for more discretion as to when securities would be applied, rather than a blanket policy for all development.
Next meetings - The next Council meeting is scheduled for January 18th, 2022, at 7:00 pm. The next Committee of the Whole meeting is February 8th, 2022, at 7:00 pm.
