Council Notes - April 20th, 2021

Mill Rate Bylaw. Council has given three readings to the 2021 Mill Rate Bylaw. The Town of Edson’s overall taxable assessment has decreased by 3.06%. This is used to generate the taxation revenue and is what drives the mill rate calculations for Municipal taxes, School, and Evergreens Requisitions. The Municipal Budget increase of 1% (over the original 2020 budget) has led to a slight increase in the municipal residential and non-residential mill rates.

2021 Residential Mill rates:

            Municipal mill rate – 6.0950 mills (2020 mill rate – 5.9026 mills)
Evergreens Foundation mill rate – 0.4531 mills (2020 mill rate – 0.4452 mills)
            School mill rate - 2.6854 mills (2020 mill rate – 2.5099 mills)
            2021 Total Combined mill rate – 9.2335 mills (2020 mill rate – 8.8577 mills)

2021 Non-residential Mill rates:

            Municipal mill rate – 14.9624 mills (2020 mill rate – 14.1031 mills)
Evergreens Foundation mill rate – 0.4531 mills (2020 mill rate – 0.4452 mills)
School mill rate - 4.0157 mills (2020 mill rate –3.6006 mills)
            2021 Total Combined mill rate – 19.4312 mills (2020 mill rate – 18.1489 mills)

Revised Capital Budget. Council has approved the 2021 Revised Capital Budget. The budget includes a few carry-over projects from 2020, as well as Vision Park upgrades, a new Well and Washroom facility at Vision park, $1.2 million in road recapping, over $2 million for Stormwater mitigation, about $371,000 for the new landfill cell, and more.

Revised Operating Budget. The Operating budget is prepared with a 1% municipal tax increase (over the original 2020 budget), as directed by Council. In order to bring this down from the original 1.9% increase approved in December, approximately $107,000 from the Fortis Franchise Fee will not be transferred to the energy reserve this year.

As discussed as Committee, but having no impact on taxation, $1,000,000 has been allocated from Revenue Sharing to the Future Civic/Cultural Centre Reserve. $50,000 from Revenue Sharing has also been moved to create a Wildfire Reserve as per the Mutual Aid Fire Control Plan with the Ministry of Agriculture and Forestry.

Special Ballots. Council has approved the use of special (mail-in) ballots in the upcoming municipal election. Friday, October 15, 2021 at 4:00pm (MDT) has been set as the closing date and time for the special ballots to be received.

Automated Voting System Bylaw. Council has given all three readings to Bylaw 2257, the Automated Voting Systems Bylaw. This bylaw allows the use of automated voting systems for the upcoming municipal election. These systems simplify the counting process by printing a tape register with the election results, as well as retain all paper copies in the event a manual count is required.
