Council Notes - April 6th, 2021
Temporary Tax Payment Due Date. Council has passed all three readings of Bylaw 2255. This bylaw amends the taxation due dates and the subsequent penalty dates for 2021.
- Taxes due – September 30, 2021.
- First penalty run – October 1, 2021.
- Second penalty run – November 1, 2021.
Automatic payments for tax accounts will continue unless the account holder contacts the finance department with further instructions.
Utility Bill Payment Deferrals. The Town of Edson will continue sending out utility bills but suspend processing penalties on unpaid utility accounts until the bills due on August 25, 2021. From that date on, penalties will only apply to new balances. Utility customers will then have until the end of 2021 to catch up on the unpaid balances. This allows customers to spread the payments over a number of months if necessary.
As well, a $50 credit will be applied to all utility accounts to assist those impacted by the pandemic.

Signing Authority Policy. Council has approved the amended Signing Authority Policy. The changes add some clarity to the policy and simplifies workflows.
Staff Compensation Policy. Council defeated a motion to adopt the amended Compensation Policy as presented. The policy was designed to solidify a target of the 50th percentile for salaried (out-of-scope) compensation, and to focus on finding creative, cost-effective means to ensure the overall compensation package remains competitive.
Edson West End Neighbourhood Concept Plan (NCP). Council has adopted the Edson West End NCP as presented. Over the past year, Invistec was engaged to develop the West End Neighbourhood Concept Plan in collaboration with the Town of Edson and area landowners. The NCP provides a blueprint for the area when it comes to future development.
Community Services Fee Assistance Pilot Program. The new Community Services Assistance Pilot Program has been adopted by Council. This program is designed to help ensure all individuals and families have the opportunity to access Town of Edson Community Services programming through financial assistance. Council has funded the pilot program for one year to a maximum of $50,000 to come from the COVID relief fund. More information on the program will be released soon.
ACES Funding Request. Approval was given to provide a one-time seed funding request of $5,000 to the Arts Centre for Edson Society (ACES) for the new ‘Kids in the Arts’ program. This initiative is designed to provide a bursary for children from families facing financial barriers to allow opportunities to participate in arts and culture activities.
Next meetings - The next Committee of the Whole Meeting is scheduled for April 13th, 2021 at 7:00 pm. The next Council Meeting is scheduled for April 20th, 2021 at 7:00 pm.
