Mandatory Facial Covering Bylaw and Triggers. Council passed all three readings of Bylaw 2250, the Mandatory Facial Coverings Bylaw. This bylaw is meant to be a proactive approach and sets out thresholds for active cases and other factors before the community would move to the next risk level. Facial Coverings would only become mandatory in public, indoor spaces if the town reached the medium risk level as outlined in the bylaw. Non-Residential Property Taxation Incentive Program.  Council gave all three readings to Bylaw 2249, the Non-residential Property Taxation Incentive Program Bylaw. This repeals the previous version and more clearly outlines the intent and parameters of the program. The purpose of the incentive is to encourage new development and redevelopment of non-residential properties within the Town to encourage economic growth. This program is for new development, additions, renovations, or expansions (permanent), with the assessed value being greater than or equal to a 25% increase over the previous assessment. The period of tax exemption on the NEW portion of the assessment is five (5) years pro-rated as follows:

  • Year 1 –100%
  • Year 2 –100%
  • Year 3 –75%
  • Year 4 –50%
  • Year 5 -25%

Small Business Loan Program. Council has instituted the Town of Edson COVID-19 Small Business Loan Program, in partnership with Community Futures West Yellowhead. $300,000 from the COVID-19 Recovery Reserve will fund the program, which will provide loans of up to $25,000 to businesses that have experienced significant changes due to COVID-19. The loans would be for three years and are interest free for the first 180 days. More details on the program will be made available soon.

Property Tax Exemption Request. The Edson Golf Club has been granted property tax exemption status for three years, which is the maximum allowed at one time under current regulations.

Tax Sale Date. Approval was given to set the public auction date for recovery of unpaid property taxes for September 29th, 2020.

Health and Safety Policy. Health and Safety Policy H-S-5 was adopted as presented to bring it in line with Provincial changes to the OH&S legislation.

Repsol Place Funding. Council has approved the transfer of $186,000 from the Emergency COVID-19 Reserve Fund to cover costs of reopening the pool and lost revenue for Repsol Place in 2020.

Out of Cold Initiative Funding. Council has approved the transfer of just over $6,300 from the Public Safety Initiative Reserve for the operation of the Out of Cold Initiative for 2020. This initiative provides a place to stay for the homeless population when temperatures drop below a certain level during the winter months.

Progress Matrix Update. The Strategic Planning Session Progress Matrix was approved as presented. The document lists projects and initiatives coming out of Council’s Strategic Planning Session, sets priorities, and gives updates on progress of each item.

Sanitary Sewer Outflow. Administration presented Council with an update on the effluent discharge line into the McLeod River from the Waste Water Treatment Plant. On July 13, 2020, Town Utilities Staff discovered the outflow was blocked. It was found the problem stemmed from severe erosion of the embankment, and a 90% blockage/ collapse in the final 300 m of the outflow piping. Construction of a temporary fix is beginning this week while plans are made for a more long-term solution.

Medical Centre Lease. Council has approved the Medical Centre Lease as discussed in the closed session.

Non-Residential Tax Exemption. Council, in line with the with the Non-Residential Property Taxation Incentive Bylaw, confirmed their commitment made to the development on the west end of town, west of 74th street, as discussed in the closed session.

Next meetings - The next Council Meeting is scheduled for September 1st, 2020 at 7:00 pm in Council Chambers. The next Committee of the Whole Meeting is scheduled for September 8th, 2020 at 7:00 pm.
