Council Notes - December 1st, 2015
Municipal Development Plan. A public hearing was held for Bylaw No. 2172, adopting the revised Town of Edson Municipal Development Plan. A number of residents were on hand and some concern was raised regarding the lack of arts and culture represented in certain portions of the plan. There was also some wording changes suggested. Council passed second reading of the bylaw and instructed administration to revise the bylaw to reflect these concerns prior to third reading.
Rezoning. Council passed first reading of a rezoning bylaw to change the zoning of a portion of land on the west side of 72nd street from UR (Urban Reserve) to CS (Community Services) for the purpose of a church use. A public hearing for this bylaw will be held January 19, 2016 at 7:30pm in Council Chambers.
Utility Rate Bylaw. Council has approved a change in water billing from bi-monthly to monthly starting January 1, 2016. As the Town is now fully covered with radio frequency meters, water usage can be read much faster by staff. There are a number of benefits to monthly billing including better budgeting opportunities for residents, the ability to detect problems faster, and a more accurate analysis of production versus usage. Council passed all three readings of the bylaw to enact the changes starting in the New Year. This change has no effect on actual rates, which will be reviewed during the budget process.
Water Tender. Council has approved the purchase of a Demo Water Tender from Wholesale Fire and Rescue Ltd. The cost is expected to be around $324,000, but Council authorized up to $350,000 to deal with the fluctuating Canadian dollar. This truck will allow the Edson Fire Department better access to water in areas of Town that are not currently protected by hydrants.
Subdivision / Offsite Levies. Council approved the removal of a condition for a subdivision application at 7995 Glenwood Drive. The condition dealt with offsite levies and that they would be payable on the subdivided parcel and deferred on the remnant parcel. The guiding principles state offsites are to be imposed when a subdivision and/or development places an additional burden on our municipal systems. An additional criteria should also be met as to when this burden is expected to have an impact on our systems. In this case the parcel is not expected to tie into the west end water and sewer lines in the near future. As a result Council has decided to waive the condition relating to offsite levies, which would be collected upon further development or subdivision.
Branding. Council has officially adopted a new logo (attached) as the official branding for the Town of Edson. A policy on usage will be created and more news on the official rollout of the logo will be coming soon. During a recent survey the new logo had approximately 55% support over the previous unofficial Centennial logo.
A Committee of the Whole Meeting is planned for December 8th at 10:00am in the Council Chambers of the Edson Civic Building. The next Council Meeting will be December 15th at 7:30pm.
