Utility Bill Due Date Changes. Council has given second and third reading to Bylaw 2238, amending the Edson Utility Rate Bylaw 2114 to adjust the utility bill payment due date from the 15th of each month to the 25th of each month. The change allows a better scheduling for meter reads, allows better monitoring of well production vs water usage, provides a more consistent billing for utility customers, and provides some assistance to landlords, timing the bills to better coincide with normal move in/move out dates.

Land Use Bylaw Changes. First reading was given to Bylaw 2240, amending the Land Use Bylaw to revise timelines and notification methods relating to the development permit process. A Public Hearing has been set for January 7th, 2020 at the regularly scheduled Council Meeting.

2020 Operational and Capital Budget. Council has approved the 2020 Operational Budget as presented, and the 2020 Capital Budget as amended, with the removal of $50,000 for the Dog Park Project. More budget details, including the full budget report, can be found online at

Utility Fee Updates. Council has approved the amendment of Schedule A, Appendix C of the Fees, Rates & Charges Bylaw. Fee changes have been adjusted to reflect the transfer of recycling from taxation to utilities, as well as slight increases to match contracts and to help address some of the related infrastructure deficits.

The changes are as follows:

  • Water – Rate per cubic metre from $1.09 to $1.11
  • Sewer – Rate per cubic metre from $1.21 to $1.26
  • Residential Waste and Organics Collection – Base rate per month from $17.00 to $17.50
  • Recycling fee addition – Residential base rate of $9.00/month. Commercial Base rate of $15.00/month.

Uncollectable Accounts. Council has approved the write-off of uncollectable accounts. These accounts are reviewed on an annual basis. Accounts can reach this status for a variety of reasons including bankruptcy proceedings, following 2 years with a debt collection agency, and accounts outside of the Alberta Limitations Act.

Financial and Capital Plans. The 3-Year Financial Plan and 5-Year Capital Plans for the Town of Edson have been accepted as information.
