Council Notes - February 2nd, 2021

Edson West Area Structure Plan. Council passed first reading of the Edson West Area Structure Plan Bylaw and set a Public Hearing for March 2nd at 7pm via Zoom. In reviewing Edson’s statutory plans, inconsistencies were found in the Edson West Area Structure Plan (ASP) adopted in 2013 upon the Edson Intermunicipal Development Plan (IDP) being adopted in 2017. Some of the inconsistencies include residential land uses and arterial road location and misalignment. For more details on the changes, as well as the Public Hearing registration link, visit www.edson.ca/bylaws.

Green Light Bylaw.  Council has given all three reading to the new Flashing Green Light Bylaw. This bylaw allows for Edson firefighters to be equipped with flashing green lights to indicate they are responding to the firehall during an emergency call.  The purpose of the bylaw is to enhance public safety and awareness. The bylaw does not give any special privileges or powers to those responding volunteers, but gives other motorists and pedestrians notice that there is an emergency taking place and to have the option to yield if it is safe to do so. More details can be found at www.edson.ca/bylaws.

Staff Appreciation. Council has allotted 5 wellness days to each full-time staff member for use in 2021. Part-time staff will have the wellness days prorated in accordance with their standard hours of service. Council is taking this step in appreciation for the staff’s efforts and sacrifices made to enact the 2020 emergency budget, including the 0.9 schedule, to help ease the burden on taxpayers during the COVID-19 crisis.

Letters. A letter has been approved in support of an Alberta Community Partnership Grant to the Town of Drayton Valley. This grant would allow for a better sharing of skilled resources between local municipalities.

A letter was also approved to be sent to the Provincial Minister of Health regarding the future of the old hospital site.

Capital Projects Update. Administration presented an update on the 2020 capital projects.

Memorandum of Understanding. An amendment was made to the Memorandum of Understanding between the Town of Edson and Yellowhead County for the new Multi-Use Facility Project. The changes provide clarity regarding the processing of invoices for the project and to ensure oversite by both parties.
