Council Notes - February 3rd, 2015
Edson Cycling Association. Council received a presentation from the Edson Cycling Association regarding planned upgrades and expansions to the biking trail network at Wilmore Park. The group plans to improve current trails and add additional loops to the system through volunteer work and donations. Council has directed Administration and the Community Services Board to work with the group to come up with a usage agreement.
Kinsmen Delegation. Members of the Edson Kinsmen Club gave a verbal presentation to Council on the club’s finances, specifically with relation to the loan for construction of the Spray Park. The club has requested some financial support from the Town after recent fundraising events have proved to be less successful than anticipated. Council will bring the matter forward at a future meeting.
Fire Bylaw. Council has given first reading to Fire Bylaw No. 2119. This updates the existing bylaw that was adopted in 1963. A few of the major changes are:
• A permitting system for open fires (includes recreational fire pits);
• Ticketing for problem false alarms; and
• Amendments to the fireworks section.
The current and proposed bylaw along with the proposed fees and fine schedule can be found at https://edson.civicweb.net/portal/. The bylaw will be brought back to a future meeting for possible ratification.
Hillendale Commercial Lot RFP. Council directed administration to provide the developer, who was awarded the Request for Proposal for the development of the Neighborhood Commercial lot in Hillendale on May 6, 2014, with a final date of May 6, 2015 by which time they must complete the sale process and acquire required permits and approvals to commence development of that lot. If the conditions aren’t met by the deadline the award of the Request for Proposal would be revoked.
Deputy Mayor. Councillor Strang has been appointed as Deputy Mayor from the first regular meeting in March to the first regular meeting in July, 2015.
Trans Mountain Pipeline MOU. Council has approved in principle the Memorandum of Understanding (MOU) with Trans Mountain Pipeline L.P. which supports Community Benefit Projects in the area. Representatives of Trans Mountain will be invited for an official signing at which time more details will be released.
Encroachment Agreement. Council authorized administration to enter into a standard encroachment agreement for a fence that enters into the 16th Avenue road right of way for a distance of 0.33m.
Subdivision Time Extension. Council has approved a time extension for a subdivision application at 7995 Glenwood Drive for an additional year, to expire on December 17, 2015.
Offsite Levy Exemption. Council approved the extension of the Temporary Development/Land Use exemption for an additional 3 year period with respect of the development of temporary storage and sales of RV’s at 7910 4th Avenue.
The next Council Meeting is scheduled for February 10th at 1:30pm in the Council Chambers of the Edson Civic Building.
