Debenture Bylaw. Council passed first reading of the Multi-Use Recreational Facility Debenture Bylaw 2252. To submit an application for a debenture, a municipality must first pass a debenture bylaw. This debenture bylaw is set at $9 million dollars over 30 years. Council and Administration are continuing to review options which could reduce that amount. $9 million is the maximum being secured through the debenture and the bylaw needs to be in place before any construction can begin.

The debenture is one component of the funding for the project. $20 million has already been secured from Federal Grant funding, and $16.5 million from Provincial Grant funding through MSI. The remaining will be funded from the Town of Edson and Yellowhead County. A more detailed breakdown of the funding, as well as other project details and timelines can be found online at www.edson.ca/facility.

Director of Emergency Management.  Council has appointed Alan Schram as the Director of Emergency Management (DEM) for the Town of Edson. The position was previously held by former CAO Mike Derricott. The DEM is responsible for coordinating the Town’s Emergency Management Plan and related programs. Mr. Schram has held this position in the past and is well qualified to resume the role.

Fees, Rates, and Charges Bylaw. In accordance with the 2021 budget, as well as to better align with the Asset Management Plan, the Fees, Rates, and Charges Bylaw has been adjusted.

  • Water - Rate per cubic metre: change from $1.11 to $1.21.
  • Sewer - Rate per cubic metre: change from $1.26 to $1.38.
  • Residential Waste and Organics Collection - Base rate per month: change from $17.50 to $17.85.
  • Recycling
    • Residential Base rate per month: change from $9.00 to $10.00.
    • Commercial Base rate per month: change from $15.00 to $17.00.
  • Stormwater Management Fee - add new fee to all utility bills: $2.00.

Quarterly Report. The December 2020 Quarterly Report was accepted as presented.

Next meetings - The next Committee of the Whole Meeting is scheduled for January 26th, 2021 at 7:00 pm in Council Chambers. The next Council Meeting is scheduled for February 2nd, 2021 at 7:00 pm.
