Land Use Bylaw Amendment. Council has passed first reading of Bylaw 2260, amending the Land Use Bylaw by adding “Recycle Depot” as a discretionary use to C-1 (Retail Commercial District), C-2 (Service Commercial District), M-1B (Unserviced Light Industrial District). It would also be a permitted use in M-1A (Serviced Light industrial District), GSI-C (Glenwood Service Industrial Commercial District) and M-2 (Heavy Industrial District). Time Extension for Subdivision Application. Council has denied a request for a time extension for “The Parks” subdivision, east of Hillendale and north of the hospital lands. A number of changes have occurred in that area since approval in 2014, including the construction of the new hospital and work in Hillendale. As well, concerns have been flagged regarding the capacity of the sanitary system in that area. Administration is currently reviewing those issues and staying in touch with the developer regarding the process.

Business Assistance Loan. Approval was given to extend the interest free period of the Community Futures West Yellowhead / Town of Edson Loan Program from 180 days to 365 days. It’s hoped by making this loan interest free for a full year, it will allow more businesses to take advantage of the program. Public Works Roof Replacement. Council has approved $420,362 towards the replacement of the Public Works Building roof. $185,000 will be transferred from the Revenue Sharing Reserve to complete the project under this year’s budget. The project is expected to extend the lifespan of the building’s roof by 30 years.

Landfill Expansion. The transfer of $87,750 from the Federal Gas Tax Grant has been approved to fund the Landfill Vertical Expansion Project. Without an expansion, it’s projected the current south pad would run out of space by April of 2022. This funding will allow construction to start this year.  A compost pad for leaf and yard waste is also required under the Town of Edson’s operating approval and will be constructed in 2022 as a separate project.

Canada Community Revitalization Fund Grant Opportunity. Council has authorized Administration to move forward with an application for the Canada Community Revitalization Fund grant to support the replacement of the Glenwood Park outdoor arena. If approved, this grant would cover up to 75% of the project with 25% coming from the municipality. It’s anticipated that the Town’s share would be approximately $108,750 and would be funded from the Revenue Cost Sharing Reserve.

Quarterly Report. The June 2021 Quarterly Report was accepted as presented.

Trans Mountain Agreement. Council has authorized Mayor Zahara to execute the Letter of Agreement with Trans Mountain, detailing their obligations and responsibilities regarding the restoration of Vision Park. This also includes funding to restore the ball diamonds in the area.


Next meetings - The next Committee of the Whole Meeting is scheduled for August 10th, 2021, at 7:00 pm. The next Council Meeting is scheduled for August 17th, 2021, at 7:00 pm.
