Council Notes - July 21st, 2020
Planes Landing Area Structure Plan and Rezoning. A public hearing was held for Bylaw 2247, to repeal the Anderson Area Structure Plan and adopt the Planes Landing Areas Structure Plan, as well as Bylaw 2248, to rezone those lands from Low Density Multiple Family Residential (R-2) to Mobile Home Subdivision (R-MHS). A number of concerns were raised regarding traffic, home values, housing density, and potential crime. Over 100 written submissions were also received on the matters. Following the public hearing both bylaws were defeated.
Non-residential Property Taxation Incentive Program. Council gave all three readings to Bylaw 2246, the Non-residential Property Taxation Incentive Program Bylaw. The purpose of the incentive is to encourage new development and redevelopment of non-residential properties within the Town to encourage economic growth. This program is for new development, additions, renovations, or expansions (permanent), with the assessed value being greater than or equal to a 25% increase over the previous assessment. The period of tax exemption is five (5) years pro-rated as follows:
- Year 1 –100%
- Year 2 –100%
- Year 3 –75%
- Year 4 –50%
- Year 5 -25%

Development Authority Appointment. Council has appointed Brigitte Lemieux as a Development Officer for the Town of Edson.
Economic Development Position. Approval was given to proceed in jointly recruiting with Community Futures West Yellowhead (CFWY) for a shared employment position of Economic Development / Business Liaison. The position is being funded 50/50 between the Town of Edson and CFWY, with the Town’s contribution being $35,000. This is being funded from the COVID-19 Reserve.
Asset Management Plan Expansion Funding. Council has directed Administration to apply for a grant opportunity from the Federation of Canadian Municipalities to help develop Edson’s Asset Management Plan (AMP). To meet the commitments of the grant program, $25,000 was released from the infrastructure reserve for a new software module and a continuity plan. These improvements will better enable staff to maintain up-to-date information and provide better data to Council when making decisions.
Next meetings - The next Committee of the Whole Meeting is scheduled for August 11th, 2020 at 7:00 pm. The next Council Meeting is scheduled for August 18th, 2020 at 7:00 pm in Council Chambers.
