Community Services Survey Presentation. Council received a presentation from Western Management Consultants regarding the joint Edson/Yellowhead County Community Services Strategic Plan Survey. The survey is now complete and results are currently being analyzed. Council was pleased with the response to the survey as nearly 800 households participated, representing about 2,686 people. WMC plans to present their final results and recommendations to Council in the fall.
Inter-Municipal Assessment Review Board. Second and third reading was given to Bylaw No. 2192 to establish an Inter-municipal Assessment Review Board. This is a board to hear assessment appeals in more than one municipality and/or county. The Town of Edson will be joining the established board that includes Hinton, Grande Cache and Jasper. Each municipality will contribute trained members to attend hearings in any of the member communities.
Anderson Area Structure Plan. First reading was given to the Anderson Area Structure Plan, as well as a road closure bylaw in that same location. The development is planned for the west side of 63rd street between 8th and 11th Avenues. The road closure is part of a small land swap to properly line up roadway access to 63rd street in that area. A Public hearing for both bylaws will take place July 18th at 7:30 pm in Council Chambers.
Portable Signage. Council has given first reading to Bylaw 2204, amending the Land Use Bylaw to deal with changes to the definition and use of portable signage. This includes permitting, removal, fines and costs associated with the signs. A public hearing will be held August 15th at 7:30 pm in Council Chambers.
Summer Festival. Council has approved the requested road closures in the downtown area for the annual Summer Festival held by the Edson and District Chamber of Commerce. This year’s festival runs July 12th to the 14th. Roads in the downtown area will be closed starting at 8 pm on Tuesday, July 11th until 10 pm on Friday, July 14th to allow for set up and tear down.
Deputy Mayor. Councillor Wilkinson has been appointed the Deputy Mayor following the first regular meeting in July to the end of the 2013-2017 term, in October 2017.
Community Peace Officer. Council has appointed Mikaela Kuefler as a Community Peace Officer for the Town of Edson. Mikaela was hired as a Temporary Community Peace Officer to fill a vacant position due to extended leave of another officer.
Municipal Election - Advanced Vote. Council has given approval to allow for an advanced vote for the 2017 Municipal Election. A time and date will be set by the Returning Officer.
Municipal Election – Living Waters School Division. Approval was given for the Town of Edson to enter into an election agreement with Living Waters School Division for the conduct of their Ward 1 School Trustee Election.
Municipal Election – Special Ballots. Council has approved the use of special (mail-in) ballots for the 2017 Municipal Election. Applications for these special ballots must be submitted in writing or by email only. The deadline for special ballots to be received has also been set as 4 pm MST on Friday, October 13th.
Land Sale. Two town owned lots (4840 5th Avenue and 4834 5th Avenue) have been declared as surplus and will now be available for purchase. The lots are zoned as Medium Density Multi-Family Residential.
Municipal Servicing Plan. Four bids were received for the updating of the Municipal Servicing Plan and existing offsite levy rates. Council has directed administration to move forward with the lowest bid of $276,255.30 + GST. The project was originally estimated at $250,000. The extra funds will be taken from unrestricted surplus.
Other Budget Additions. Council has approved the following additions to the 2017 budget with funds coming from reserves.
$4,500 for two new event tents to replace others that were recently decommissioned due to deterioration.
An additional $40,000 for the Entrance Signs Revitalization Project taking place this summer.
Next meetings - The next Committee of the Whole meeting will be held June 27th, 2017 at 10 am. The next Council Meeting will be held July 18th, 2017 at 7:30 pm.
