Council Notes - June 25th, 2013
Hillendale Phase II Zoning. A public hearing was held for Bylaw 2132, dealing with the rezoning of portions of land within Hillendale Phase II from Urban Reserve to Single Family residential, High Density Residential, Direct Control, and Parks and Recreation. No objections were received and Council passed 2nd and 3rd reading of the bylaw.
Road Closure. Council has approved 1st reading for a road closure on some undeveloped roadways off of Pine Avenue, just down Golf Course Road. This follows a request by 2 landowners in the area to purchase those portions of undeveloped road abutting their properties. A Public Hearing has been set for August 13th, 2013 at 7:30 P.M. in Council Chambers.
Citizens on Patrol. Council heard a presentation from Edson Citizens on Patrol President Mary Cliff. She updated Council on the group, their role in the community, and requested some financial assistance from the Town as previous Federal grants no longer exist. Council agreed the COP group is valuable to the community and approved an annual $2,500 grant for the group to assist with fuel and insurance costs.
Paving Securities. Council has authorized a $3,000 security to be added as a condition of all residential developments to ensure hard surfacing of driveways.
Evergreens Requisition. Council has accepted the 2013 operating requisition for the Evergreens Foundation as information. Edson’s portion for 2013 is $150,165.52 (GST Exempt) and is already included in the Town’s budget.
Council approved the demolition of a mobile home at 66th Street and 15th Avenue and the construction of a new single family dwelling in its place. The matter was required to come before council as the land is in a Direct Control District.
Council approved the construction of a shop, office, and storage shed for a Methanol Storage Business on Rodeo Road.
Council approved the charging of “double permit fees” for 6 storage bins as part of a development on Golf Course Road as the bins were constructed PRIOR to obtaining a development permit.
Council has approved a subdivision for land at 5th Avenue and 66th Street. The subdivision will move the property line approximately 20 feet to the south to allow the northern lot to have more land.
Council has refused a subdivision application for a parcel of land on Grande Prairie Trail. The subdivision would contradict the Municipal Development Plan which states; the minimum parcel size for developmens not serviced with municipal water and sewer shall be 2.0 hectares (5 acres) or as determined in an approved area structure plan. In this case the parcels would have been 1.45 acres and 2.175 acres.
Regional Airport Location Study. Council received a request from Yellowhead County to partner on a Regional Airport Study to determine if a suitable location for a potential regional airport can be found. The study would be equally funded by the Towns of Edson and Hinton, Yellowhead County and the Municipality of Jasper if all parties agree. After discussion Council referred the matter back to administration for further details and clarification.
The next council meeting is scheduled for July 16th at 7:30pm in the Council Chambers of the Edson Civic Building
