Council Notes - March 16th, 2021

Edson West Area Structure Plan. Third reading was given to Bylaw 2251, Edson West Area Structure Plan (ASP). Originally passed in 2013, this ASP was adjusted to better line up with other statutory plans.

West Yellowhead Regional Waste Management Authority (WYRWMA) Budgets. Council has approved the 2021 Operating and Capital Budgets for the West Yellowhead Regional Waste Management Authority. The WYRWMA includes the Town of Edson, Town of Hinton, Municipality of Jasper, and Yellowhead County. The operating budget is approved annually and presented to each membership’s Council for formal adoption.

Development Permit. Council has approved an application for an accessory building at 4905 5th Avenue. The proposed development site is designated Direct Control and requires Council approval.

988 Crisis Line. Council has endorsed the 988 crisis-line initiative and directed administration to send a letter of support for the project. If approved, the initiative would create a national 3-digit suicide prevention hotline.

Outflow Line Funding. In July of 2020, the Town of Edson was made aware of damage to the effluent outflow line that moves treated wastewater to the McLeod River. Dealing with this emergency cost approximately $535,000 in unbudgeted expenses for 2020. In November of 2020, the Town was also made aware of a $585,000 payment coming from Alberta Transportation after a successful lobbying effort to review funding provided for the construction of the Wastewater Treatment Plant. Council has approved the use of those new funds to cover the extra costs incurred from the outflow line. The remainder will go into reserves.

Capital Funding Adjustment. Council has approved an adjustment to the funding of the 2020 Wastewater Treatment Plant Performance Assessment Project from grant funding to the Infrastructure Reserve. The move was necessary as the project was rejected for eligibility through the Federal Gas Tax Fund. However, the Federal Gas Tax Fund is now available for future projects.

RCMP Centennial Park Erosion. Approval was given to use $35,000 from the Infrastructure Reserve to fund repairs of Bench Creek in RCMP Centennial Park. The plan includes back sloping and vegetation to address safety issues and decrease the amount of erosion over time.
