Council Notes - March 24th, 2015
Garbage/Recycling Bins. Council heard a presentation from the Edson and District Chamber of Commerce Beautification Committee regarding potential new garbage/recycling bins to freshen up the Downtown area. The committee also presented information on potential grants to pay for the upgrades. Council approved a motion to apply for these grants to replace the outdated garbage bins currently on 50th Street.
Road Closure. Council passed second and third reading of Bylaw 2149 for the closure of a portion of roadway within the Park “A” Motel lot. At the request of the adjacent land owner, the roadway would be closed and the land purchased from the Town to be consolidated with the current lot.
Economic Development Training. Council has authorized all members of Council who are available to attend the Community Futures West Yellowhead sponsored “Economic Development Training for Elected Officials” session in Hinton on May 14, 2015.
Letter of Support. Council has directed Administration to forward a letter to the Ministers of Health and Infrastructure outlining the Town’s support for the completion of the second operating room at the Edson Hospital during the initial construction phase. It was noted that, due to financial considerations the decision was made to complete only one operating room and leave the other just roughed in for future use.
GYPSD Letter. A letter from the Grande Yellowhead Public School Division was accepted for information. The letter was to inform the Town of the GYPSD board’s decision to defeat a motion for a new running track at Parkland Composite High School. It was indicated the bids that came in for the project ranged from approximately $1.3 million to $1.75 million, a significant difference between the initial estimate of $900,000. This was proposed to be a 3-way partnership between the GYPSD, The Town of Edson and Yellowhead County.
Development Permit. Council has approved a development permit for an existing deck and addition at a property at 6722 15th Avenue. The owner requires the approval prior to sale of the home and it has come before Council as the land is zoned as Direct Control.
Landfill Rates. Council has rescinded a previous motion from January 13, 2015, adopting an incorrect Schedule “B” for Bylaw 1858 (landfill rates) due to a clerical error. Council then adopted the new Schedule “B” for Bylaw 1858 to go into effect June 1, 2015 to allow time for advertisement.
Grants. Council has resolved to submit two projects for the Small Communities Fund, which would be funded 1/3 each by the Municipal, Provincial, and Federal Governments. The projects include a Water Main and Booster Pump Station Upgrade and a Sanitary Sewer Main Upgrade.
Council has also authorized Administration to remove the Wastewater Treatment Plant Upgrade Project Portion from the 2014 Alberta Water/Wastewater Partnership funding application at this time, and to reapply with updated project costs upon the completion of current studies.
The next Council Meeting is scheduled for April 7th at 7:30pm in the Council Chambers of the Edson Civic Building.
