Council Notes - March 2nd, 2021
Public Hearing Edson West Area Structure Plan. A Public Hearing was held for Bylaw 2251, Edson West Area Structure Plan (ASP). Council received written and verbal submissions regarding the plan. Following the hearing, Council passed second reading of the bylaw with two amendments based on some of the comments received. The bylaw will come back for third reading at a future meeting.
Debenture Bylaw. Council has given second and third reading to Bylaw 2252, Multi-Use Recreational Facility Debenture Bylaw. The bylaw allows the Town of Edson to borrow up to $9 million dollars for the purpose of constructing a Multi-Use Recreational Facility. The funds do not need to be drawn down right away, but the bylaw is required to be in place before any construction can begin. Library Request. Support was given for the Edson & District Library to proceed with a detailed design study and fundraising initiative for the library based on their presentation to council at the February 9th, 2021 Committee of the Whole Meeting.
Canada Healthy Communities Initiative Grant (CHCI). Council has authorized Administration to apply for the Federal CHCI grant, which is designed to help communities as they deploy new ways to adapt spaces and services to respond to immediate and ongoing needs arising from COVID-19. It’s hoped this grant could improve either the Griffiths or Glenwood Outdoor Rinks to provide residents with an all-season, multi-use space for drop-in use, as well as enhancing programming opportunities.
Financial Reporting Policy. A revision was approved for a timeline change in the Financial reporting Policy to better match with invoice processing practices.
Franchise Fee Revenue Policy. Council has approved the Franchise Fee Revenue Policy. This policy has been brought in to streamline and standardize the process of setting the franchise fees for utility companies.
Purchasing Policy. Revisions were approved to the Purchasing Policy, including the addition of an environmental consideration section, adjusting signing authority limits to reflect organizational changes, and clarifying language to better reflect current practices.
Enforcement Services Program. Council has authorized Administration to apply to the Solicitor General of Alberta to enforce the following Provincial Acts through our Enforcement Services Program.
- Traffic Safety Act
- Liquor, Gaming and Cannabis Act
- Tobacco and Smoking Reduction Act
- Trespass to Premises Act
- Petty Trespass Act
- Environmental Protection and Enhancement Act
- Provincial Offences and Procedures Act
- Dangerous Dogs Act
- Animal Protection Act
Taxi Company Business License Application. Through the Edson Business License Bylaw, taxi company approvals must be done through Council. Council has approved an application by Atlas Taxi to operate in the Town of Edson and granted an exemption to Section 7, Part 4(i) of Bylaw 2030, which requires a taxi company to provide a minimum of three cars.
Public Transportation Report. A Notice of Motion was accepted to direct Administration to report back to Council with bylaw and policy options to deal with public transportation, buses, and taxis. It was noted that there has been growing concern with lack of taxi service at certain hours and the public safety concerns relating to those issues.
Next meetings - The next Committee of the Whole Meeting is scheduled for March 9th, 2021 at 7:00 pm in Council Chambers. The next Council Meeting is scheduled for March 16th, 2021 at 7:00 pm.
