Council Notes - October 1st, 2019

Public Hearing – Public Notification Bylaw. No submissions were received for Bylaw 2233, which provides for more methods, including electronic means, for advertising proposed bylaws, resolutions, meetings, public hearings and other items as required by section 606.1 of the Municipal Government Act. Following the Public Hearing, Council gave second and third reading to the bylaw.

Delegations. West Yellowhead MLA Martin Long gave a presentation to Council regarding the Provincial Government’s efforts since the start of the term. It was noted the Provincial Budget would be released in the coming month and he’d be open to further discussions at that time. He also answered some questions from Council and says he’s looking forward to being very involved in the community, and across the constituency.  

STARS Air Ambulance also gave a presentation to Council, outlining their operations, fundraising efforts to date, and the support they’ve received across the Country. Edson also received a commemorative photo to thank the community for the support provided through the STARS Municipal Initiative. Edson has a standing motion to provide STARS with annual support of $2 per capita.

FortisAlberta Franchise Fee. Based on a higher forecasted 2020 revenues, Council has passed a motion to decrease the FortisAlberta franchise fee by 0.25% to ensure the revenue coming to the Town of Edson remains at approximately the same level as previous years. Each year, municipalities have the option to adjust the franchise fee, up to a cap of 20%. With this decrease, Edson’s franchise fee is at 4.75%.

Tax Sale Date. Council has set a Public Auction date for the recovery of unpaid property taxes for November 26, 2019

Road Closure. Authorization has been given by Council for the temporary closure of portions of 6th Avenue and 48th Street to accommodate utility upgrades during the month of October. The closure is expected to last about 2 weeks, with a contingency of a maximum of 31 days to allow for potential weather delays. The project was held off until October to allow the Kinsmen Spray Park to remain open as long as possible.

Overhead Door Repairs. Council has allocated $10,000 from the Building Maintenance Reserve for repair of an overhead door within the wash bay of the Public Works Shop.

Next meetings - The next Committee of the Whole Meeting is scheduled for October 8th, 2019 at 7:00 pm in Council Chambers. The next Council Meeting is scheduled for October 15th, 2019 at 7:00 pm.
