Council Notes - October 27th, 2015
Public Hearing. A public hearing was held for Bylaw No. 2170 amending Land Use Bylaw No. 2070. There were no submissions and no one in attendance to speak to the change. Council gave second and third reading to the bylaw, along with Development Authority Bylaw No. 2167, Subdivision Authority Bylaw No. 2168 and Subdivision and Development Appeal Board Bylaw No. 2169. These changes provide the Town Manager and/or his designate with more authority in certain areas of development. For example, processing Development Permits for discretionary uses and processing simple subdivision applications without having to wait for a meeting with Town Council or the Municipal Planning Commission. This should help with better turnaround times for developers.
Delegation. A delegation was on hand to speak to some recent struggles with the Edson Seniors Bus schedules. While it was noted the service is invaluable for both seniors and those with mobility issues, the schedule often doesn’t allow for those residents to get out past 3:15pm. The Town of Edson does provide support for the bus service, but the service is run through a non-profit society.
Medical Centre Lease. Council has agreed to enter into a three year lease with Edson Medical Centre Agent Corporation for the Edson Medical Centre located at 612 50th Street. With the impending move to the new hospital site, a three year lease was deemed appropriate at this time.
Photo Laser. Council has agreed to enter into a three year extension with Global Traffic Group Ltd. for the provision of Photo Enforcement in the Town of Edson with no increase in service rates. It was also noted that a review of services will be taking place in the coming year. Stats have shown the program continues to be successful with a reduction in tickets issued over time and the speed of the violators is also on the decline.
SOA extension. Council has agreed to extend the Janitorial Services SOA awarded to Kerriann Desautels for an additional year ending December 31, 2016. The rates will remain the same.
Development Permits. Council has granted the renewal for three billboards along Highway 16 on the west end of Town. As the property is in a Direct Control District it was required to come to Council for approval.
Council also approved a Development Permit for a light tower that is to be 10 feet wide and 50 feet tall in a Direct Control District at 111 Rodeo Road along Highway 16.
The next Council Meeting is scheduled for November 3rd at 7:30pm in the Council Chambers of the Edson Civic Building.
