Land Use Bylaw Amendment – Bylaw No. 2260. Council held a public hearing on Bylaw No. 2260, which amends the Land Use Bylaw by adding “Recycling Depot” as a discretionary use to C-1 (Retail Commercial District), C-2 (Service Commercial District), and M-1B (Unserviced Light Industrial District). It would also be a permitted use in M-1A (Serviced Light industrial District), GSI-C (Glenwood Service Industrial Commercial District) and M-2 (Heavy Industrial District). Council received one verbal submission regarding the Bylaw. Following the hearing, Council gave second and third reading to the Bylaw.

Council gave first reading to Bylaw No. 2261, which amends the Land Use Bylaw by adding “Retail Establishment” as a permitted use to the C-2 Service Commercial Land Use District. A public hearing has been set for September 7, 2021 at 7:00 pm via Zoom. Registration will remain open until the beginning of the hearing HERE.
Land Use Bylaw Amendment – Bylaw No. 2262. Council gave first reading to Bylaw No. 2262, and set a public hearing for September 7, 2021 at 7:00 pm via Zoom. Registration will remain open until the beginning of the hearing HERE. Bylaw No. 2262 proposes to streamline the Land Use Bylaw by amending the appeals section to reference the requirements of the Municipal Government Act, clarify how permits should be handled after an appeal, and provide that a fee is due for appeals to be lodged. These changes align the Town’s approach with recent amendments to the Municipal Government Act.
Appointment of Designates to Regional Assessment Review Board. Council appointed Michelle Deschene as the Designated Clerk, and Paul Butler as the Designated Chair, of the West Yellowhead Regional Assessment Review Board for one-year terms effective August 17, 2021. The Board’s membership includes the Town of Edson, the Town of Hinton, and the Municipality of Jasper. Council is responsible to make these appointments under Bylaw No. 2224.
Results of the New RCMP Collective Bargaining Agreement. Council authorized Administration to engage in government advocacy efforts relating to the new RCMP collective bargaining agreement, in alignment with the AUMA’s Calls to Action. In particular, the Town will advocate for the federal government to be responsible for any retroactive pay increases it has negotiated. Were this responsibility to be assigned to municipalities, the forecasted costs to the Town of Edson would be up to $645,000.
Council Reimbursement for Family Related Expenses. In a recorded vote, Council amended the Council Remuneration Policy L-C-1, providing for the reimbursement of reasonable expenses incurred for the care of children or dependent family members requiring supervision while a Council member is attending meetings, conferences, conventions, or seminars in an official capacity.
West Yellowhead Regional Waste Management Authority – Governance and Administrative Plan. Council approved in principle the West Yellowhead Regional Waste Management Authority Governance and Administrative Plan, which provides recommendations for the Authority’s future governance and operations. The Authority is a regional waste management partnership between the Town of Hinton, the Municipality of Jasper, Yellowhead County, and the Town of Edson, which includes all benefits, expenditures, and liabilities associated with the operation of a Class II landfill.
