Reminders about utility fee changes and process changes for 2020.

The due date changes mean utility bills will be out a little later, usually by the 5th of each month.

The recent bill will also be higher than normal as the December readings took place early because of the holiday season, and the January reading were done later due to the change in reading date outlined in the attached messaging. This means there was approximately an extra 10 days of usage on the recent bill.

Utility Rate Changes

Council has approved some utility rate changes for 2020. Starting January 1st, 2020, Utility rates will see a slight increase. The increase is designed to help put funds aside for the replacement of underground utilities, as outlined in the Asset Management Plan completed this year.

The new rates will be as follows:
• Water - Increase from $1.09 to $1.11/m3.
• Sewer- Increase from $1.21 to $1.26/m3.
• Garbage- Increase from $17.00 to $17.50/month

These changes will result in a monthly increase of about $1.90 for the average utility bill with a consumption of 20m3 of water.

The other major change utility consumers will see is the addition of recycling to the utility bills. This charge was previously informational only but is now being transferred from taxation to utilities. This aligns recycling with other waste management practices, as well as allows more transparency for the public in the true cost of the program. This will also go into effect January 1st, 2020.

Due Date Changes

Starting January 2020, utility bills will be due on the 25th of each month. Meters will be read on the last business day of each month with bills being mailed out in the first few days of the following month. All accounts set up for preauthorized debit will see their payments withdrawn on the 25th of each month or the first business day following the 25th.

This change is being implemented to allow a better scheduling for meter reads, better monitoring of well production vs water usage, a more consistent billing for utility customers, and to provide some assistance to landlords, timing the bills to better coincide with normal move in/move out dates.

This means utility bills will be going out later than normal, usually by the 5th of each month.

Rental Property Changes

Another change in the New Year is that all residential rental properties will have accounts changed to the actual owner name only, rather than owner/renter names.

The current system is very time consuming to administer with the number of rental properties and occupant turnover Town staff are dealing with each month. This change in no way affects who is responsible for the payment of the utility bill.
