Delegation. Edson RCMP Staff Sergeant Christian Delisle presented Council with a review of the Edson Detachment’s 2022 stats and trends, as well as an outline of some priorities for 2023. Stats and information for the Edson RCMP can be found on our website at www.edson.ca/rcmp.
Land Use Bylaw Amendments. Council has given first reading to Bylaw 2286, redistricting land at 603 54th Street South from Urban Reserve to M-2 Heavy Industrial. The requested rezoning is based on the applicant’s intention to develop a Natural Gas Liquids (NGLs) processing facility. The applicant is in the process of communicating with nearby landowners and a Public Hearing has been set for March 21st, 2023, at 7pm in Edson Council Chambers.
First reading was also given to Bylaw 2287, redistricting land at 7440 4th Avenue from Glenwood Service Commercial to C-3 Highway Commercial. The rezoning is to provide for a range of commercial uses, including the intended use of developing a Cardlock Fuel Facility. A Public Hearing has been set for March 21st, 2023, at 7pm in Edson Council Chambers.
APEX Pension Plan. Council has passed a motion to allow Administration to move forward with registering for the APEX Pension Plan for Senior Administration. This was previously approved in the 2023 budget. APEX is a supplemental pension plan, administered by Alberta Municipalities, aimed at attracting and retaining strong employees at the highest levels of the organization.
Reserve Adjustments. Council has approved the creation of a Designated Industrial Property Assessment Appeal Reserve from 2022 revenues to cover a possible refund of taxes for an ongoing industrial assessment appeal, which is handled by the Provincial Land and Property Rights Tribunal. This reserve would allow for a potential refund without impacting the current year’s taxation.
A Connected Community Reserve has been set up, dedicated to projects which advance Council’s Strategic Priority of creating a connected community that is safe and inclusive. This is funded through the return of $64,000 that was originally set aside for the Shelter Pods project but was no longer required.
Council also approved the allocation of $47,600 to the Carryover Reserve for unfinished 2022 operational projects and the transfer of $100,000 from the Multiplex Operational Reserve to the Leisure Centre Major Maintenance Budget following the change of scope of the project to include the current facility.
Quarterly Report. Council has accepted the 2022 December Quarterly Report as presented.
Next meetings - The next Council meeting is scheduled for March 7th, 2023, at 7:00 pm. The next Committee of the Whole meeting is scheduled for March 14th, 2023, at 7:00 pm.
