Council Notes - August 20, 2024

Public Hearing for Development Plans. A Public Hearing was held to discuss the Draft Intermunicipal Development Plan Bylaw 2306, Draft Municipal Development Plan Bylaw 2307, and Draft Bench Creek Area Structure Plan Bylaw 2309. Residents who attended the hearing were generally in support of the Bylaws but expressed concerns regarding the environmental protection of certain areas of the property surrounding Bench Creek and raised questions regarding taxation and services. The Bylaws will be brought back to Council for a decision following Yellowhead County’s Public Hearing, which is scheduled for August 27, 2024.

Transportation Operating Grant. Council received recommendations from the Family and Community Support Services Advisory Board. With a budget of $10,000, Council has accepted the recommendations and awarded the following grants:

  • C.O.P.E. (Supporting Choices of People, Edson) $ 3,000
  • Edson LEAP Society for Children with Special Needs $ 2,500
  • McMan Youth, Family & Community Services Assoc. $2,000
  • Brain Care Centre $ 1,500
  • Hinton Adult Learning Society $1,000

Sanitary Sewer Upgrades. An approval was granted for a funding request for $150,000 for the design of sanitary sewer upgrades from the Asset Management Sewer Reserve with the aim of having two (2) key projects ready for construction in 2025. These projects are as follows:

  • South portion of Project A6 (48th Street between 1st Ave and 6th Ave)
  • Project B1 (52nd Street / 54th Street / 13th Ave / 54th Street / 14th Avenue sanitary main)

Operating and Capital Budget Plan and Timelines. The 2025 Operating and Capital Budget Plan and Timelines was presented. Council requested adjustments to the public engagement dates and called for a second round of public engagement after the initial draft budget is prepared. Key dates include:

  • September 12: Public engagement session at the Edson and District Leisure Centre
  • September 19: Public engagement session at the Downtown Music and Art Walk and FCSS Community Pig Roast
  • October 19: Introduction to Budget Workshop
  • October 29: Operating and Capital Budget 2025
  • November 13: Presentation of the Proposed Operating and Capital Budget

Communications Plan.  The Town of Edson Communications Plan as was presented and approved.

Extreme Cold Emergency Warming Centre. Council approved $43,327 in additional funding for the 2024 Operating Budget and $58,960 for the 2025 Operating Budget for the Extreme Cold Emergency Warming Centre, on the condition that no other viable options are available.

Intermunicipal Subdivision Development Appeal Board (ISDAB). Appointments were made to the ISDAB with terms commencing immediately and expiring August 20, 2027.

RCMP Q1 Municipal Report. Council has accepted the Q1 Report as information.

Next meetings – The next Town Council Meeting is scheduled for September 3, 2024, at 7:00 pm, in Council Chambers.
