Redistricting of Land Parcel – Public Hearing Held. A public hearing was held regarding the proposed redistricting of a parcel north of Highway 16 and west of 75 Street from Urban Reserve to Business Industrial Minor (BI-1). The change is intended to accommodate the development of a storage facility. Following the hearing, Council gave second and third readings to Bylaw No. 2327, to approve the redistricting.

Land Use Bylaw Amendments Passed. Second and third readings were given to Bylaw No. 2326, which introduces administrative changes to Schedule 'A' of Land Use Bylaw No. 2296. These amendments clarify definitions, improve consistency, and update development standards across multiple land use districts.

Municipal Policing Committee Bylaw Adopted. Council gave all three readings to Bylaw No. 2322, formally establish the Municipal Policing Committee as mandated by the Province of Alberta. The bylaw establishes the Committee’s structure and purpose, with the objective of supporting community policing priorities and enhancing collaboration between enforcement and the public. Recruitment for public members will take place later this year, the committee will be formed following the next municipal election.

Lease Agreement Approved for Moving Edson & Area. Council authorized a lease agreement with the Edson Seniors Transportation Society, operating as Moving Edson & Area, allowing the organization to continue using the Kinsmen Building. The fixed-term lease runs through to December 31, 2027, at a nominal annual rent of $1.The agreement supports local accessible transportation services for seniors and residents with mobility challenges.

Edson Lions Campground Agreements Approved. Both the Campground Land Lease Agreement and Operating Grant Agreement with the Edson Lions Club were approved. Council agreed to a 25-year lease term and approved an increase to the 2025 operating grant, raising it to $10,000. Council also directed Administration to bring back the grant agreement during the 2026 budget deliberations to consider the Club’s request for a $20,000 annual grant. These agreements continue the long-standing partnership supporting the Edson Lions Park Campground.

Extended Producer Responsibility (EPR) Update Accepted. Council accepted the Phase 2 update on Alberta’s Extended Producer Responsibility (EPR) transition update as information. Phase 2 includes a shift from depot-based recycling to curbside collection for single-use packaging and paper products (PPP) in communities that already provide curbside waste services. Implementation is expected to begin on October 1, 2026.

As part of the expansion, multi-family dwellings (MFDs) will also be eligible to participate in the program. To qualify, buildings must already receive garbage collection and not rely on municipal recycling. Circular Materials has added an online registry for interested MFDs, which launched on June 26, 2025, with recycling service also set to begin on October 1, 2026, for those registered by the intake deadline.

Motions Arising Out of Closed Session. The following motion was approved by Council following the closed session. 

  • That Council authorize the CAO to enter into negotiations for the disposition of land as directed in closed session.

The next Town Council Meeting is scheduled for August 19, 2025, at 7:00 PM in Council Chambers.
